Milton Jay Hall (M. Jay Hall), District 4 Councilman and Vice Mayor for the City of Tifton, has been appointed as 3rd Vice President of the Georgia Municipal Association’s (GMA) District 11 for the 2026–2027 term. 

Hall was officially sworn in during GMA’s Annual Convention held in Savannah from June 26-30. 

“We are honored to have Councilmember Hall serve in this leadership capacity,” said Larry Hanson, CEO and Executive Director of GMA. “He brings a wealth of experience, dedication, and insight that will benefit the municipalities of District 11.” 

District 11 encompasses south central Georgia and includes the following counties: Atkinson, Ben Hill, Berrien, Brooks, Clinch, Coffee, Cook, Echols, Irwin, Lanier, Lowndes, Tift, and Turner.

In addition to Hall’s leadership roles, he continuously seeks training opportunities to further his knowledge on municipal operations and opportunities to strengthen our community. Most recently at GMA’s Annual Convention, Hall was awarded the Certificate of Achievement through the Harold F. Holtz Training Institute for completing 72 hours of training, a testament to his dedication to public service and effective leadership. 

The Harold F. Holtz Municipal Training Institute is a continuing education program designed to help city officials enhance their knowledge and skills in municipal-related matters and is operated through a partnership between the Georgia Municipal Association and the University of Georgia’s Carl Vinson Institute of Government.
